These are probably the smartest characters we know, not also ignoring the fact that there might be smarter characters than these.

Add in the comments whoever didn't make the cut or whoever should have been higher in the list and why.

While some might agree with this list others might disagree, like for example one would obviously say the smartest title in Naruto should go to either Itachi or Minato cause as kids these guys were legends, from Minato knocking out anbu jounin who might have slipped into the village unnoticed to Itachi being able to do firestyle and shadow clones before even other uchihas his age could just write. Well if you look at it that way all the way to how far they came, they are geniuses. Well one could be a genius but not really smart, like even Itachi admitting that maybe if he told Sasuke things could have been different. If you look at both the two, you don't see them leading a squad of 1000 shinobi as Shikamaru organizes the squad at times, he helped formulate the plan in the war, he has a tactical mind and a high iq, so Shikamaru is not only intelligent. He has shown the ability to use his genius to hack it socially. He's put Naruto in check when others couldn't get through to him and beat opponents he didn't have the slightest chance of winning whereas the other two were simply just geniuses who were gifted.
This list is based on the criteria below:
Age; How young were they performing these feats
Enemy intelligence and Strength comparison versus their own, they rank higher if it's greater on their opponents side or equal or even surpasses them
Popularity; of both fans who accept them as smart and that of the show itself.
Impact; How much did they change as per their capability. Shikamaru did much less than Armin did, like Armin changed the tide of the battle to avoid a handicap. While this list may not be sound I attribute it's trashiness to my laziness
